Plans for 110 new homes near Williamson Park have been rejected by Lancaster City Council.
The council's planning committee said a proposal for land near Newlands Road in Lancaster "fails to provide a financial contribution towards projects to mitigate the impacts on the wider highway" and "fails to demonstrate how access to public transport at the site would be improved".
They said outline planning permission would have been refused.
Developers had already launched an appeal in May, due to the non-determination of the planning application.
This followed the expiry of an extension of time on November 28 2024.
Oakmere Homes' appeal is expected to be heard by the government's planning inspectorate later this year.
At Monday's Lancaster City Council planning regulatory committee meeting, held at Morecambe Town Hall, Councillors Tim Hamilton-Cox and Sarah Punshon spoke against the plans.
Stuart Booth, of JPWC Ltd, spoke in favour.
It was proposed by Councillor Sue Tyldesley and seconded by Councillor Martin Bottoms, that the application be refused.
"Without necessary mitigation, the development would result in a severe impact in terms of both safety and congestion and is therefore contrary to the aims and objectives of the National Planning Policy Framework," said the committee.
The proposal is for 4.2 hectares of land near Newlands Road in Lancaster - close to Williamson Park and Lancaster Leisure Park.
County Highways have asked for more than £750,000 from the developer towards road improvements in Lancaster.
The outline planning application was received by the council in January 2023. It has since been reduced from original plans for 120 homes.
